    While his statement sounds mean, it is the cold hard truth, many do not qualify to pay taxes they Al's get so many credits they are returned the money plus some, to make it fair a percentage period with no deductions and even credits would need to be implemented somehow. And other taxes satisfied by fewer taxation categories. I don't know how applicable it would be but somehow designed to work would help.
